Halloween Safety: The Second Edition! (1985)
A jack-o-lantern terrifies children with blue-filtered horrors of cheap Ben Cooper masks, light-reflective tape, rotten eggs and pumpkin scissors--eh, I mean knives!
Also love how I threw in a reference to a Gonzo show while I'm at it (that title alone made me think of the kind of goofy tools they'd sell around this time for carving pumpkins).
I'm only stunned they don't credit an animator behind it (though most educational films barely give credit much to minor staffers besides your basic "Education Consultant".

Man, that animated jack o'lantern is just...wow. Every time I watch this I'm shaking my head over that animation.
