Despite only being a few minutes long, I couldn't help but think this could work as a full-length feature the way they could develop the story further. The backdrop reminds me heavily of movies like "The Curious Adventures of Mr. Wonderbird" or "Thief and the Cobbler".
It reminded me, in a really good way, of Toei's Puss N Boots and Animal Treasure Island, too.
If they opened up the prologue and epilogue I can see a full length feature from this. If only I had an endless supply of money to fund such a project.

We all do. I certainly see some sort of expanded plot out of this, but I do wonder if there needs to be a clear antagonist as well, since all we get his the guy fighting the guards but I kinda like to know who's the king of this enclosed city and and perhaps more about this world where people apparently have this animal nature that had to be suppressed from day one? Oh well, it was something for the few minutes we've got!
